Stone Solutions + Research Collective, LLC (S2RC), a Phoenix-based Service-Disabled Veteran Owned Small Business and SBA 8(a) participant, has been accepted as a member of the Special Operations Forces Rapid Acquisition Consortium for Emerging Requirements (SOF RACER).
SOF RACER was launched in August 2026 by U.S. Special Operations Command’s Special Operations Forces Acquisition, Technology and Logistics directorate (SOF AT&L) in partnership with GovSignals, with BMNT supporting member preparation. The consortium uses Other Transaction authority under 10 U.S.C. 4022 to issue SOCOM requirements to a standing membership base and evaluate short solutions briefs rather than full proposals, compressing the time from validated requirement to prototype award. Solicitation, evaluation, award, and prototyping run inside a single FedRAMP High and Impact Level 5 authorized environment.
Membership gives S2RC visibility into SOCOM requirements as they are released and the ability to compete for prototype awards across the consortium’s twelve areas of interest. Under 10 U.S.C. 4022(f), a successfully completed prototype can transition to production without a new competition.
S2RC’s capability set maps directly to several of those areas. The company’s core practice is human systems engineering: the discipline of designing systems around how operators actually perceive, decide, and act under load. That work aligns to Human-Machine Integration (AOI VIII) and SOF Operator Performance and Sustainment (AOI X). S2RC’s training and experimentation portfolio, including mixed-reality and offline-capable training systems built for degraded and disconnected environments, aligns to Multi-Domain Test and Evaluation (AOI III) and Design Development and Systems Engineering (AOI II). The company’s work in offline document processing and decision support aligns to Information Dominance and Battlespace Awareness (AOI V).
“Special Operations has never had a shortage of good technology. It has had a shortage of ways to get that technology in front of an Operator while the problem is still current,” said Rick Stone, Founder and CEO of S2RC. “SOF RACER compresses that gap. Our job now is to show up against real requirements with work that holds up under evaluation from Operators.”
S2RC brings relevant compliance posture to the vehicle. The company holds Final CMMC Level 2 certification, positioning it to support solicitations that involve Controlled Unclassified Information. S2RC’s leadership includes career special operations and Air Force Special Warfare personnel, giving the company direct familiarity with the operational problems SOCOM is working to solve.
S2RC’s participation in SOF RACER extends an existing defense portfolio that includes prime contract awards under SeaPort NxG, the Air Force Rapid Sustainment Office MAC program, and the Missile Defense Agency SHIELD IDIQ, alongside Small Business Innovation Research work in training, human performance, and decision support.

SOF RACER is an Other Transaction consortium launched by U.S. Special Operations Command’s SOF AT&L directorate in partnership with GovSignals. Membership is free and open to U.S.-registered companies, universities, and research institutions that clear screening. The consortium issues SOCOM requirements across twelve areas of interest spanning seabed to space, and runs solicitation, evaluation, award, and prototyping inside one accredited environment.
